Here's how I reckon we should have it.

a)Pete
b)Spangle
c)ELECTABLE
d)ELECTABLE
e)ELECTABLE

Pete and Spanlge (herein referred to as P&S) remain as permenant council members and would oversee voting for the other three.
Each member nation would be allowed to nominate someone from their nation (one only) to stand for elections. After a week of nominations, the full list of candidates would be published and each MCS member at the time of close of nominations, (ie so no matter how many people form your nation there are, all of them could vote, but you cant tell everyone to come in and vote for your nations candidate if you get me - that needs touching up but anyway) either that or each nation selects a representative to vote on the nations behalf - should really be the head of state or whatever. To vote you would send your 1st 2nd and 3rd choices, via PM to Pete. 1st choice = 3points, 2nd 2 points and 3rd=1point. Pete will then corrolate the results and the three people with the most votes will join P&S on the Admin Council replacing the others. The transistion would be immediate and elections should be help twice a year with the coming of autumn on 21st Spet. and the coming of Spring on 21st March.

I like it! Though I still think the council needs more members, though 6 gives the option of ties ...
How about a third non-elected member (may not be permanent, may just be an extra person), and in the event of ties, the side with 2 or more permanent members is the side that wins that vote?

Babs, I'd suggest each nation gets 1 vote. That's the only fair way to do it, though the council are welcome to "weigh" some votes more than others if the nation is a big one. OR each current MCS member can vote. So nations with two reasonably active reps (like Novatainia) can have both reps vote, BUT, for example, Lovely can't just sign up 100 people to get their person in (no offence to you, ISIT, but Lovely is the one most likely to be able to do this)

no weighted votes, that makes a mockery of democracy.

if a voting system came into place i think might be a bad idea to let some nations have two votes and some have one and different vote values... remember all nations are equals...
