If it's in breach of the claiming rules then theres no need for a vote, it would be breaking mcs rules if it were accepted.

thats because King Gouranga's internet is down, kincairney has his own nation to maintain, Craitman is yet to post and Nightclaws only joined a couple of days ago.

anyway what makes Novatainia so special? from the rest of us for you to just decied that i can't be on the map huh?

No, although Númenor was rejected under the 3 month rule twice in 2005

He's not talking about Numenor. Numenor is over 1 and a half years old, so it doesn't matter. We're talking about this 3 month rule I believe.

Craiteland didn't even have a forum and you accepted them! so why can't i have a claim just because about 3 out of 5 people are actually active? (thats a majority)

Look, the stamp is down. I don't know the details of Craitelands case but i know your nation is only two months old. Come back in a month and you'll almost certainly get in, but in the meantime argueing isn't helping.
