no, we need to vote upon Modifications since there are a few reasons we may need to refuse them. (I.E. beacause of Map problems, beacause of us being swamped, and who knows what else It doesn't happen often. But we never know what may come up that we may need to do it for. Not to mention it keeps the Administration council operating at a good pace.)

Depending on how it is going though in the Council at the moment, I could see this passing.

But it is admittedly hard to refute a Modification for any reason, and although it is their business how they conduct the land, we must still vote upon it.

well, do to the Controversy over this specific subject, I do believe that is it imperative that we should vote upon it. as we should all other modifications.

Its not like posting an extra "yes" or "no" will strain the system anyway.
