well, we already allowed it to the public, and now that we have let the cat out of the bag, we can't get it without allowing it to do plenty of harm to those who currently have moonbases and those nations who wish to have them.
If we had remained in the older stance of no claims, we could continue it, but we can't get rid of it now without hurting us.
