Hmm, a thought ... two actually. Just throwing them out there:
1. Maybe from now on, when people are on LOA's, every nation that doesn't already have a member on council has one vote towards a "temporary council member." That person votes on all claims while the other person is on LOA - helps keep everything nice and efficient, and since the person's voted in, keeps everyone happy with an element of democracy and lets someone else into those hidden council chambers.
2. You could just open the chambers, keep voting hidden, and as soon as its processed, move the thread straight to a hidden Archives area. Then we can only see stuff as they're happening, not after, but we don't have to keep asking you "how's the claim going."

Just thoughts ...

The problem before when we could view the Council's areas was that things RE:claims and nations are discussed and then that nation would argue back and the claim would take very long to get nowhere.

I like the idea of a LOA Member. Because at the moment, as Max is not present, there are tying possibilities.

many people say we should be more strict... it's a simple majority but some say we should have something like a 2/3 majority....

Babs, I didn't know it was open once and you had that problem. That's why its good to put these things out there, so we can learn from eachother's experience. Is that why there's a council chambers forum and a private council discussion forum?

But by the same token, someone from that nation will best recognise it's culture. I know that because I know Novatainia has a distinct culture and feel, but trying to explain it to say my mum is really hard.

Perhaps we need a member not just for LOA's but also for when one member sits out (because it's their nation) and in the event of ties? An "honourary" or "junior" council member?

The discussion area is rarely used. most of the discussion is carried out in the actual vote thread.

From my experience as a Council Member, I've found that the Council is used to discuss and vote on claims while discussion is for the discussion of the Society and things that aren't map claims.

the administrative disscussion is for the discussion of administrative details whereas the the council is completely seperate..
