On the original topic ... Every nation should be able to have any creature they can describe. Imagination is the only limit to that ...
However, if they want to use them in Recwars, they need a system of determing value compared to troops, comparing strength of creatures, and it has to be agreed upon by at least two nations unless its used for purely internal conflicts. They then need a way to approve further creatures ...

Example - the Magical Charter of Micras, which inclues costs for creatures, and a Council of Mages which can approve further applications.

You're entirely welcome to have a Science Charter of Micras or Alien Charter of Micras, I might even agree to it (though convincing my king is an entirely different matter)

And, for the fun of it ... *MANA (Magically Academy of Novatainia's Arcane) annexes all of Micras using a really big spell, which society views as decidely impressive, because its the type with explosions and coloured stars and a thousand dragons flying across the sky.*

Appeals: Annexed nations have 48 hours to appeal from time of double post, or if no double post, the annexation post. Failure to appeal on time will signify an acceptence of the annexation. Once 24 hours have past the only ways to reverse an annexation is either by an Imperial Decree by the Emperor of Kataira or by a recwar fought by the Emperor of Kataira's rules.
