I try my best to get distinct colors but with 30+ colors you start to get similar shades. There's not much I can do unless we want to go to a 5-color map or something.

All nations already on the map would be grandfathered in, assuming they signed the Charter. That clause will just re-establish the 3-month rule for future claims.
