This map was current as of a week ago. Anything still in the claims forum probably hasn't been added yet, but will go on 10.1 or 11.0. can we not save hassle and keep the key as it is. I'm just afraid it's breeding confusion. Half the people here seem to think it means "like a regional capital, only of a bigger region", and half the people here seem to think it means "like a national capital, only a second one"...

Well, I was able to cram them all in with only minor readability issues. The name of the country had to go out in the ocean with an arrow, though. It all depends which is more important to you, getting every single city in or having it look neat and pretty.

Yeah, I've changed some of the colors around now. Unoccupied now looks much closer to white than to green, and the yellow and green are a little darker.
