From my experience as a Council Member, I've found that the Council is used to discuss and vote on claims while discussion is for the discussion of the Society and things that aren't map claims.

No, the Council does stuff and people whine and moan about mostly irrelevant matters and usually it doesn't matter, they're wasting their time.

"I've been in micronationalism for this long" is almost a surefire indicator of a n00b. I haven't been here too long, but fortunately I avoided the n00b gene earlier and was sucessful in a few areas (not to say I didn't make really stupid mistakes... MMES anyone? ).
