Any additional burden on national (and MCS) administrative resources should be avoided.

At best, an annual 'cull' of dead nations and sensible reductions of less 'active' nations would be preferable.

Paulovia is not happy with the result. Many hours have been spent developing our MCS presence, including the details of our provinces - now useless for a significant part of Paulovia. Paulovia's forum activity may have decreased of late but that's because all our citizens have to work for a living! ...
